Prof. Chung SY wins top award in the art of appraisal

Professor Chung Soo Yun of the Jeju National University Department of Economics won the best paper award at the recent art of appraisal evaluations. Her award-winning paper was entitled “Lack of equity in home appraisal values and relation to the posted prices of homes: Uniformity of actual sales rates.”

Her analysis of the sales records of 8,623 single houses in Seoul (2017) showed that in all Seoul metropolitan boroughs there was a lack of appraisal evaluations in all cases of the homes analyzed in 2018.

Professor Chung concluded in the paper that lower price homes in Seoul ended up with higher property taxes than the high priced properties.

She attributed this inequity to an inadequate method used for determining the posted prices of homes.

Professor Chung further advanced that the home price appraisal policy should be fundamentally re-assessed in order to assure the reliability of the nation’s home taxation policy.

Due to the on-going CORVID-19 pandemic, an award presentation ceremony for Professor Chung has been postponed until after the viral epidemic.
